I am directed by the Earl of Kimberley to transmit to you for the consideration of the Lords Commissioners of the Admiralty a copy of a despatch, with its enclosures, from the Governor of Hongkong, reporting the circumstances in which the French Messageries Steamship "Dartmouth" was detained for some hours at Hongkong on the 4th May last, under a warrant issued by the Vice Admiralty Court of the Colony.
